Waste and Circular Economy Objectives Agreement : GIRUS GE Facilitates Regional Coordination Through Its Collective Intelligence Tools

A subsidiary of the ELCIMAÏ Group specializing in the circular economy and the energy transition, GIRUS GE assisted VALTOM (Puy-de-Dôme and northern Haute-Loire) in implementing its CODEC, the Waste and Circular Economy Objectives Agreement. A regional consultation process facilitated by proven collective intelligence tools.

While the circular economy is now the subject of a government roadmap, GIRUS GE has been offering solutions to reduce resource consumption and promote reuse, recycling, and recovery for 25 years. It has also developed tools designed to mobilize all relevant stakeholders and foster regional development.

These consultation tools, which utilize the principles of “collective intelligence”—making discussions more effective and facilitating decision-making within the group while allowing everyone to contribute to the project’s common goal—have been made available to VALTOM by GIRUS GE.

VALTOM is the public authority responsible for the recovery and treatment of household waste in Puy-de-Dôme and northern Haute-Loire. Serving 680,000 users, VALTOM implements a responsible, innovative, and sustainable waste management policy aligned with European, national, and regional objectives. Prevention, recovery, transportation, treatment, and storage are its areas of focus, with the following objectives :

“Produce less, recover more, control costs, with a focus on optimization and cooperation.”

In 2017, in partnership with ADEME, VALTOM began implementing a regional circular economy strategy as part of the CODEC initiative (Contract for Waste and Circular Economy Objectives). To this end, a joint consultation was conducted across the entire region, as well as at the local level within each municipality.

With support from GIRUS GE, member municipalities came together to co-develop a circular economy strategy that takes into account all territorial levels and a wide range of stakeholders, both public and private. GIRUS GE served as a source of proposals but, above all, facilitated a consultation process rich in ideas.

These discussions led to the implementation of action plans for the next three years centered on the seven pillars of the circular economy : sustainable procurement, eco-design, industrial and territorial ecology, the functional economy, responsible consumption, extending product lifespans, and recycling.
