Seine Estuary Metropolitan Cluster
It brings together 8 EPCIs (public establishments for intermunicipal cooperation) in Normandy, specifically in Calvados, Eure, and Seine-Maritime, representing more than 550,000 residents.

With the aim of fostering cooperation across the Seine Estuary region, it launched a study in May 2019 to develop a strategic waste management plan for its territory.
The project was entrusted to Elcimaï Environnement, France’s leader in waste management (regional plans, collection, treatment), in partnership with the locally based engineering firm CEDEN.
It was divided into three phases :
- assessment and analysis of waste management across the Pôle,
- analysis of potential waste sources and streams,
- development of a strategic plan through a working group and consultation workshops.
The project has just culminated in the creation of a 10-year strategic plan, which includes both communication and network coordination initiatives as well as more operational actions such as the implementation of new waste streams.
