Elcimaï Environnement is assisting SYDOM de l’Aveyron in setting up a solar power plant at a waste storage site.

Installing a solar power plant on a non-hazardous waste landfill (ISDND) offers the dual opportunity to generate renewable energy and utilize the land without altering the natural landscape. To support this project, the Aveyron Departmental Household Waste Syndicate (SYDOM), in partnership with the municipality of Villefranche-de-Rouergue, has chosen to collaborate with Elcimaï Environnement.

Located in the municipality of Villefranche-de-Rouergue (12), the Solozard ISDND landfill was operated by SYDOM until December 2018. Since January 1, 2019, the site has entered the post-operation phase and no longer accepts any waste.

To make use of this unused land, the municipality and SYDOM have decided to build a ground-mounted solar power plant there. The selected arrangement calls for the construction and operation of the plant to be entrusted to a private operator under a public land use agreement.

Project Management Assignment

The two partner municipalities have commissioned Elcimaï Environnement to provide technical assistance to the project owner to support them in the technical aspects of selecting the operator and negotiating the contract with them.

“A project like this offers many advantages,” explains Victor Ducret of Elcimaï Environnement. “In addition to promoting renewable energy production, it allows for the development of land with low property values without altering the natural landscape, since the foundations are shallow.”

EXPECTED RESULTS

Ultimately, the plant (5 hectares of usable photovoltaic surface area, or approximately 5 MWp) will produce 6,800 MWh of energy per year—equivalent to the annual consumption of more than 1,300 households in Villefranche—with the electricity being fed back into the grid. In this specific case, the teams at Elcimaï Environnement emphasized that connecting such a large capacity will involve significant technical challenges that had not been initially identified by the client. This type of project perfectly illustrates the central role of electrical grids in the development of decentralized renewable electricity production.

The project is now entering its development phase, which will last approximately two years, to finalize the design and obtain the necessary authorizations (grid connection, permits, environmental impact study) before construction begins. The plant is expected to feed its first kilowatt-hours into the public grid within four years.
