Household Waste Management : GIRUS GE is assisting ADEME in implementing incentive-based pricing

Incentive-based pricing

This fee applies the “polluter pays” principle to users of public household waste management services. It factors in the amount of waste generated when billing users, thereby providing a financial incentive for environmentally responsible behaviors, such as :

A subsidiary of the ELCIMAÏ Group specializing in the circular economy and energy transition, GIRUS GE has been heavily involved in implementing incentive-based pricing schemes for local governments since their launch. It has assisted the Greater Besançon Urban Community, a pioneer in the operational implementation of an incentive-based fee within its territory.

Its expertise, gained through work with various types of local authorities (more than forty to date), has also led it to support ADEME in conducting studies and compiling feedback (see documents available for download below).

For ADEME, GIRUS GE recently carried out, in collaboration with the consulting firm RDC Environnement, a “Benchmark of incentive-based pricing practices for household waste management in several industrialized countries.” This initiative identified effective systems and their potential applicability to the French context.

GIRUS GE is currently working alongside the Dordogne Waste Management Association (SMD3) to guide its members in implementing the system throughout the department. Its knowledge of local governments and the specific challenges of implementing incentive-based pricing allows it to offer customized support tailored to each local government—in other words, adapted to its specific context and objectives.
