GIRUS GE is assisting the Normandy Region in developing its Regional Waste Prevention and Management Plan
Normandy will be one of the first regions to have its own Regional Waste Prevention and Management Plan, aimed at achieving the national objectives set forth in the “Energy Transition for Green Growth Act.” To support this ambition, it has called upon the expertise of GIRUS GE, a subsidiary of the ELCIMAÏ Group.
While, according to EUROSTAT, France produces more and recycles less waste than the European average, the government is encouraging regions to move toward greater recovery of various materials through the Regional Waste Prevention and Management Plan (PRPGD) and thus achieve the national objectives set forth in the “Energy Transition for Green Growth Act.”
The objective of the PRPGD is to coordinate the actions undertaken by all stakeholders involved in the prevention and management of waste, whether hazardous, household, organic, or construction and demolition (including waste from the construction sector). Since the Since the Region does not intend to act as a project owner for facilities or as a service provider, the aim is not to dictate to local authorities or stakeholders how they must achieve regulatory objectives, but rather to create the right conditions and, where necessary, to support them in doing so.
The environment and sustainable development are at the heart of the Normandy Region’s priorities, which sees this as an opportunity, through tailored solutions, to create local jobs and added value. It was thus the first region to embark on the development of its PRPGD.
In June 2016, the Normandy Region established an advisory committee for the development and monitoring of the PRPGD, within which the various stakeholder groups are represented to ensure consultation and transparency : the State, local authorities, professionals, businesses, associations…
To facilitate and coordinate this forum for dialogue alongside its Circular Economy and Waste Department, but above all to meet the deadline imposed by regulations, the Region called upon GIRUS GE, an engineering firm that has specialized in environmental issues for nearly 30 years. An innovator in advising local stakeholders and decision-makers, as well as in the design of waste recovery facilities, GIRUS GE, a subsidiary of the ELCIMAÏ Group, has become a recognized partner for public and private project owners of all types.

Normandy is indeed one of the pioneering regions in this area and will be one of the first territories to have a single reference framework. At the conclusion of this planning phase, the Region has its own action plan, which needs to be refined and implemented in collaboration with stakeholders to promote waste sorting, management, and recovery through prevention and raising awareness among Normandy residents, as well as the implementation of pilot projects that can provide concrete solutions to priority projects and support for exemplary or innovative initiatives developed by partners.
