The Seine-et-Marne department has commissioned GIRUS GE to conduct a study in preparation for a biogas development plan
The Seine-et-Marne General Council has just commissioned the consulting firm GIRUS GE to conduct a study aimed at developing a plan for the expansion of anaerobic digestion in the department. This assignment underscores the firm’s expertise in regional strategy and anaerobic digestion.
The Seine-et-Marne has the necessary assets to be a pioneer in the development of anaerobic digestion, as it is currently one of the departments with the highest number of digestion units. Numerous projects have been identified in the region, mainly in the agricultural sector, which require regional coordination.
In order to reach stakeholders beyond the agricultural sector and launch concrete actions, the support of the Department—whose network extends to waste and sanitation managers as well as local authorities, and which participates in land-use planning exercises—is essential.
The Departmental Council therefore wishes to build momentum with stakeholders and promote the development of these sectors in order to optimize operations at all levels (exploitation of deposits, transportation, facilities, injection networks, and other potential uses, etc.). Its involvement is justified by the need for a comprehensive and coherent regional approach. The uncoordinated initiatives implemented to date could lead to local competition and disruption of supply chains with each new emerging project.
It has therefore commissioned GIRUS GE, a subsidiary of the ELCIMAÏ group (itself based in Melun) specializing in the circular economy and energy transition, to conduct a study aimed at developing a departmental plan for the development of anaerobic digestion in Seine-et-Marne.
In this context, the mission will consist of supporting the department and its partners in developing a local approach to the expansion of anaerobic digestion, consistent with the objectives of the Regional Biomass Plan, currently being developed by the Region and state agencies at the Prefecture of the Île-de-France region.
The consulting firm GIRUS GE will assign a team of eleven people to this project, which will be divided into four phases :
- An assessment of the sectors involved in anaerobic digestion,
- Identification of specific and local challenges related to the development of anaerobic digestion (public gas network, collection and treatment of food waste from school cafeterias, utilization of digestate, and local ownership of projects),
- Identification of areas with high potential for the development of anaerobic digesters,
- Finally, the definition of strategic guidelines and an action plan to develop and implement anaerobic digestion projects, for which it will partner with Cités Plume, a communications agency specializing in sustainable development and citizenship issues (notably waste management and public acceptance of ICPEs, particularly regarding anaerobic digesters : rural areas, sewage sludge, etc.).
Recently selected to lead Agrimaine Méthanisation, a flagship agricultural anaerobic digestion project in France, and chosen for projects for the city of Laon, SAS Garoterie, and SAS Biogaz d’Arcis, the ELCIMAÏ group confirms and strengthens, through this new study, its expertise in regional strategy consulting, the implementation of a more circular economy, and the construction of biogas facilities, thereby fully contributing to the development of renewable energy.
