Waste prevention and management in Corsica : The GIRUS GE–AAC COACHING–ANTRA STRADA consortium is in charge of the new regulatory planning
Corsica has chosen to entrust the GIRUS GE – AAC COACHING – ANTRA STRADA consortium with the development of its Regional Waste Prevention and Management Plan and its Regional Action Plan for the Circular Economy, as well as their environmental assessment. A new major project for the ELCIMAI Group subsidiary specializing in the circular economy and energy transition, which has already assisted numerous regions with their new regulatory planning, as required by the NOTRe Act of 2015.
The NOTRe Law of August 7, 2015, on the new territorial organization of the Republic stipulates that “each region is covered by a single Regional Waste Prevention and Management Plan,” thus requiring the consolidation of pre-existing planning documents into a single document in accordance with the new requirements.
In Corsica, since the institutional organization consists of a fully-fledged territorial collectivity of the Republic, planning authority is exercised by the Territorial Collectivity of Corsica. Two recent plans are currently in effect : one concerning the prevention and management of non-hazardous waste, adopted in September 2015, and the other concerning the prevention and management of hazardous waste, adopted in March 2018. A 2018–2021 action plan was also formalized and debated in 2018.
These plans provide a solid foundation for addressing the waste issue in the region, which faces an emergency situation due to the saturation of its disposal sites. This new phase of work will allow for a more detailed examination of certain priorities : strengthening prevention, expanding source separation of biowaste and packaging, reducing waste sent to landfills…
It will also provide an opportunity to explore new topics, such as the organization of waste management from the construction and public works sectors in the region. Finally, it will fully integrate the promotion of the circular economy. This is indeed a tremendous opportunity to conserve resources and manage waste streams locally, to contain management costs while creating a genuine associated economy, a driver of training and job creation.
A network of associations is already active in Corsica with the common goal of reuse and recycling through the social and solidarity economy. Several industrial and territorial ecology initiatives are also being implemented within various intermunicipal communities. A specific study on the implementation of strategic guidelines and a circular economy action plan in Corsica was launched in 2017, which has already enabled an initial assessment of the current situation and the identification of avenues for optimization The development of the plan, entrusted to the consortium GIRUS GE – AAC COACHING – ANTRA STRADA, will provide an opportunity to continue and deepen this work, while giving it greater visibility through the formalization of a regional strategy. The first meeting is scheduled for the end of the year to update the current assessment, prior to the study of management scenarios and the formalization of a regional plan, which will be carried out in 2020.
